Beautiful park, beautiful trails. It's also a public space, so if people want to sit in their vehicles and just relax, eat lunch, get away from day to day busy life, that's their right to do so. People sitting in their vehicles, is not creepy at a fully public park.

If you go on a certain day, the condition is in the name! Trails are decent, moderately maintained. Not too many good spots for fishing along the rushing river, but that makes it a more private experience.
