I hiked a different trail at Scioto Trails State Park. The Caldwell Lake, Fire Tower Trail does start at Caldwell Lake but ends at a park road that has a sign saying fire tower and an a arrow pointing left. Not a big deal and a short distance and I made it to the fire tower.
